The Technical Rules for Operational Safety (TRBS) 2121-2 have brought significant changes in the handling of ladders since their revision in 2019. The question of whether rung ladders are still permissible is a concern for many companies and craft businesses. In this guide, we clarify the key aspects of TRBS 2121-2, explain the differences between rung and step ladders, and provide practical tips for the safe and compliant use of ladders.

What is TRBS 2121-2?

The TRBS 2121-2 is a Technical Rule for Operational Safety that deals with the hazards to employees when using ladders. It specifies the requirements of the Operational Safety Ordinance (BetrSichV) and provides employers and employees with clear recommendations for the safe use of ladders.

The goal of TRBS 2121-2 is to minimize the risk of workplace accidents due to improper use of ladders. Specific requirements for the design and use of ladders have been defined for this purpose.

Are Rung Ladders Prohibited?

No, rung ladders are not generally prohibited. However, TRBS 2121-2 has significantly tightened the conditions for their use. They may only be used if they are not serving as a workplace but solely as access equipment.

For tasks where the ladder is used as a workplace, both feet must be on a step at least 80 mm deep or a platform. Rung ladders typically do not meet this requirement, which is why their use in such situations is no longer permissible.

Steps Instead of Rungs: The New Requirements

TRBS 2121-2 stipulates that ladders used as a workplace must be equipped with steps. These steps must be at least 80 mm deep to ensure sufficient safety and stability.

  • Step depth: at least 80 mm
  • Standing height: Work on ladders up to 2 m allowed
  • Work duration: Between 2–5 m maximum 2 hours per shift
  • Alternative work equipment: Over 5 m or for longer work duration, scaffolds or aerial work platforms are required

Areas of Application and Exceptions

Even though TRBS 2121-2 largely excludes the workplace use of rung ladders, there are certain exceptions:

  • Access equipment: Allowed at heights up to 5 m, provided a risk assessment is available.
  • Justified exceptional cases: Such as during harvest in orchards or in narrow shafts when no alternatives are available.

In any case, a careful risk assessment is mandatory.

Retrofit Solutions for Rung Ladders

Companies wishing to continue using existing rung ladders can employ retrofit solutions. These include, for example:

  • Clip-on steps
  • Step modules for mounting

It is important that these modules are correctly installed and used in accordance with TRBS 2121-2 guidelines.

Recommendations for the Safe Use of Ladders

  • Risk assessment: mandatory before each use
  • Choose ladder type: Step ladder with 80 mm step depth when used as a workplace
  • Regular inspection: Ladders must be checked for damage
  • Training: Instruct employees in safe handling

Rung ladders are not prohibited, but their use is heavily restricted by TRBS 2121-2. For workplaces, step ladders with minimum depth are required. Retrofit solutions offer flexibility, but safety always takes top priority. Employers must ensure compliance with regulations through risk assessments and appropriate measures.
